The Hellenic Growth Fund announces the appointment of Professor Konstantinos Masselos as Chairman of the Board of Directors of the Hellenic Post (ELTA).
Mr. Masselos has many years of experience in high-responsibility positions and strategic leadership in the fields of technology, research/innovation, public administration, and higher education, along with internationally recognized research in computer science, industry experience, and a significant presence at both the national and European/international level.
He takes up his duties at a time when ELTA continues to implement its strategic plan, with an emphasis on operational restructuring, digital modernization, upgrading the quality of services, and creating long-term value for citizens, businesses, and the Greek economy.
The management of the Hellenic Growth Fund welcomes the new Chairman and expresses confidence that his experience and expertise will substantially contribute to continuing the developmental course of the Hellenic Post, wishing him every success in carrying out his new duties.
At the same time, the Hellenic Growth Fund extends its warm thanks to the outgoing Chairman of the Board of Directors of ELTA, Daniel Benardout, for his contribution during his term. Mr. Benardout made a substantial contribution to implementing ELTA’s transformation and sustainable development plan, and spearheaded, in cooperation with the Ministry of Digital Governance, the effort to relocate the Postal Museum to a new, modern space.
Short Bio of Konstantinos Masselos
Konstantinos Masselos is Professor of Computer Systems Design in the Department of Informatics and Telecommunications at the University of Peloponnese. He has served as Rector of the University of Peloponnese and as Chairman of the Research Committee.
From 2018 to 2026 he served as Chairman of the National Telecommunications and Post Commission (EETT), the independent authority responsible for regulating and overseeing the electronic communications and postal services markets in Greece. During his term, he contributed to modernizing the regulatory framework with the aim of creating both an investment-friendly environment and consumer protection (including through strengthening competition), contributing to the country’s digital transformation, while also representing Greece at leading European and international organizations.
At the European level, he served as Chair of the Body of European Regulators for Electronic Communications (BEREC) in 2023 and as Vice-Chair in 2019, 2022, and 2024. As Chair of the Body in 2023, he handled very important files of the European regulatory framework, such as the Connectivity Package. Since November 2024, he has been a member of the Board of Directors of the International Institute of Communications (IIC).
Previously, he worked as a Lecturer at Imperial College London and as a researcher at IMEC, one of the world’s leading nanoelectronics research centers, and he also has industry experience, having worked as a Senior R&D Engineer and as Chief Technology Advisor. He has also collaborated as an independent expert with services of the European Commission for more than ten years and has served as a member of the Scientific Committee of the European Cooperation in Science and Technology (COST).
