Invitation for expression of interest & submission of tenders for the provision of advisory services to the Hellenic Corporation of Assets and Participations S.A. in relation to the exploitation of its rights in the Kalamata Airport.

Clarification concerning Section III of the RfP: If HCAP decides to exercises such option right for a maximum period of 12 months, such extension will be effected at no extra fee / remuneration for the Group of Advisors. It is clarified that such extension will affect the duration of the assignment and will not include an amendment of the scope of work of the Group of Advisors.

Clarification concerning Section II ( Scope of Services) : According to the published RFP and in section II (Scope of Services), HCAP is seeking an Advisor or group of Advisors who will undertake to execute the full scope of work as stated in the RFP. Consequently, proposals which cover part of the requested scope of work cannot be accepted.

Clarification: The Engagement Contract between HCAP and the Preferred Bidder will be one and will be signed between HCAP and legal representatives of (all) Specialized Advisors. Each of the Specialized Advisors ( Financial, Legal, Technical – Traffic ) will be requested to assume several liability for its part of the work according to the Scope of Work as presented in the RfP and ultimately included in the Contract.

Clarification: The relevant experience of a subcontractor will be taken into account and evaluated by the tendering authority, HCAP, during the valuation process of any submitted proposal on condition that: (i) The participants notify in their proposal the section of works to be assumed and conducted by the subcontractor and (ii) Assume the obligation that in case they are nominated preferred bidder and are called to sign the Contract and implement the Scope of Work, the subcontractor will be employed by the Advisors and will execute his designated part of the Scope of Work.

Information relevant to the budget of the project is included in article IV (Budget): “The maximum budget for the provision of the above services by the Group of Advisors amounts to three hundred and eighty thousand Euros (380,000), excluding VAT. Offers that exceed the above budget shall not be considered.” Based on the above, the structure of the financial offer to be included in the proposals of the Advisors must observe the maximum budget limit. Any offer which, during the evaluation, results in an amount exceeding the budget will not be considered and the proposal will be rejected.

Clarification on a submitted question (concerning Sections V & VII solemn declarations): Authentication of signature is not required. Solemn declarations provided electronically through the gov.gr. will be accepted. There are no requirements as to the exact date of signing of the required solemn declarations, as long as they are within the timeframe provided for the submission of the proposals.

Clarification on a submitted question : The supporting documentation language is Greek or English. As long as gov.gr. provides for drafting text in the English language, the solemn declarations will be considered as valid.

Clarification on a submitted question : It is confirmed that the solemn declaration regarding the annual turnover exceeding twice the total budget of the contract should be signed by the Advisor fulfilling the specific requirements.

Clarification on a submitted question : The duration ( validity ) of the proposal should be for a minimum of five (5) months. The Advisors may be requested by HCAP to extend the validity of their proposals.

Clarification on a submitted question : HCAP will exercise its best endeavors to assist the Advisors in its cooperation with stakeholders and in getting access to information and data related to the project

Clarification on a submitted question : It is clarified that there is no requirement for the Specialized Advisors to form a JV-type structure

Clarification on a submitted question : It is clarified that the letter of guarantee for the good performance of the contract must be issued by a banking institution with an operating licence within the European Union. The letter of guarantee will be issued and delivered to HCAP upon signing of the contract between HCAP and the Advisors and will remain valid throughout the duration of the contract. At this stage there is not available draft text of the letter of guarantee.
