Framework Agreements worth €137.1 million for the management and operation of Ministry of Migration and Asylum facilities

Athens, 16 September 2026

The Hellenic Growth Fund announces that today, Wednesday 16 September 2026, six Framework Agreements were signed between the Ministry of Migration and Asylum and the selected contractors for the provision of integrated Facilities Management services at temporary reception and accommodation facilities for asylum seekers, refugees and migrants and related facilities, as well as at the buildings housing the services of the Ministry of Migration and Asylum.

The signing took place in the presence of the Minister of Migration and Asylum, Thanos Plevris; the Secretary General for the Reception of Asylum Seekers, Spyros Stathoulis; the Director of the Ministry’s Technical Service, Aris Matiatos; the Head of the Ministry’s Special Service for the Coordination and Management of Migration and Home Affairs Programmes (EYSYD–MEY), Theofanis Papadopoulos; the Deputy CEO of the Hellenic Growth Fund, Panagiotis Stampoulidis; PPF executives; and the contractors selected through the tender, which the PPF conducted on behalf of the Ministry of Migration and Asylum.

The six Framework Agreements have a combined value of €137.1 million excluding VAT over two years. They include an option to extend by up to 100%, which would bring their total value to as much as €274.2 million excluding VAT.

The Framework Agreements cover the Ministry’s facilities across the country, including the Regional Asylum Offices and the Independent Asylum Units, and comprise three main categories of services:

  • Cleaning services.
  • Guarding and security services.
  • Maintenance and technical operating support.

The international open tender was published on 24 March 2026, with the contract awarded on the basis of the most economically advantageous tender. The qualitative selection criteria were: (a) suitability to pursue the professional activity; (b) economic and financial standing; (c) technical and professional ability; and (d) specific quality assurance and environmental management standards.

On the significance of the project, the Minister of Migration and Asylum, Thanos Plevris, said: “This is the largest contract the Ministry of Migration and Asylum has ever signed, not only in terms of value but also in terms of its operational importance. These contracts were first put in place in 2020 by my predecessor, Notis Mitararakis a time when the entire framework for the facilities was essentially being built from scratch. After all these years, what we set out to do was see how they could be improved. We wanted to work with the Hellenic Growth Fund to benefit from its extensive expertise – it manages public contracts worth millions – and it was very important for us to safeguard transparency while striking the right balance between what we pay and the value we receive. Together, we were able to identify, from the previous contracts, the areas that needed the most attention, and to lay the foundations so that from now on we know how our facilities will move to the next level, securing jobs and covering guarding and cleaning, as well as technical support, which is where most of the changes were made”.

The Deputy CEO of the Hellenic Growth Fund, Panagiotis Stampoulidis, said: “On yet another complex project of strategic importance, we are demonstrating in practice the high level of expertise and effectiveness of the Hellenic Growth Fund’s Project Preparation Facility. Running a demanding international tender to a high standard, together with successfully completing the required audits by the Court of Audit, shows the strong training, know-how and operational capability of the PPF team. The PPF will continue, with the same professionalism and commitment, to prepare and tender complex projects of strategic importance that create economic value while also delivering a significant social impact in the public interest – just like the Framework Agreements signed today”.
